Federal Taxpayers Registry

The Federal Taxpayers Registry or Taxpayer Identification Number (RFC) is a code number for the payment of taxes that all individual persons or legal entities should have. The procedure is carried out before the Tax Administration Service (SAT) and its legal grounds are: articles 27 of the Federal Tax Code, 14, 15, 16 and 18 of the Federal Tax Code Rules; 2.3.1., 2.3.15, 2.3.28 Rules on Tax Issues, Article 67 of the General Population Law.

Registration in the Federal Taxpayer's Registry is first done online on SAT website at www.sat.gob.mx, which allows for pre-registration and appear later for conclusion at the Assistance Module that corresponds according to tax domicile. You are required to make an appointment in advance, as this is a personalized procedure that needs to be concluded with a signature. When you go to the module, it is important to bring the following documents in original and copies:

Individual Person:

  • Current Official identification
  • Proof of address less than 3 months old
  • Population Registry Code (CURP)
  • Birth Certificate
  • Provide an e-mail address

Legal Entity:

  • Company's Incorporation Deed
  • Power of attorney of the legal representative showing that his capacity is accredited
  • Current Official Identification of legal representative
  • Proof of address less than 3 months old
  • Provide an e-mail address

General Importers' Registry

The General Importers´ Registry is a requirement for both companies and individual persons wishing to import goods into Mexican territory. The Tax Administration Service, through the Administration of the Importers´ Registry , assigned to the Customs General Administration is responsible for completely and reliably controlling the importers' registry to fight tax evasion, to foster control of foreign trade operations, avoid the informal economy through controls on importers entering goods to the country, to foster compliance with tax obligations, and to prevent and detect different customs fraud practices affecting both the Federal Treasury and the productive sectors of the country, including the smuggling of goods.

The legal grounds can be found in Articles 71 to 79 of the Customs Law and Rule 2.2.1 of the Foreign Trade General Rules.

Sector Registry

Taxpayers registered in the Importers´ Registry and that enter goods classified in specific sectors of the Harmonized Tariff Schedule determined by the Internal Revenue Service with rules, in addition to the provisions set forth in Article 72 of the Customs Law Rules must also comply with the following:

  • Up to date in their tax obligations
  • Specify name or business name of the applicant, Federal Taxpayer Registry and tax domicile
  • Include e-mail in the application to establish direct communication
  • Submit duly filled out application in accordance with the filing instructions that are located on the opposite side of it
  • Identify the name of sector or sectors in which you wish to register and the corresponding Harmonized Tariff Schedule

The specific sectors that exist to date are:

  • Chemicals
  • Nuclear and Radioactive
  • Chemical precursors and essential chemicals

Customs Broker

The Customs Broker is the person authorized by the Internal Revenue Service with a license (Article 159 of the Customs Law) to carry out procedures related to customs clearance of importers' goods that are entrusted to him.

For which it is necessary to file online for a Power of Attorney to a Customs Broker to perform foreign trade operations and has as objective to control and facilitate the importers obligation to carry out their foreign trade operations before the Customs General Administration, registered in the SAAI and validate their pedimentos with the appointed Customs Broker.
